Solicitor to retire after 44 years
Council began its Dec. 5 meeting with the announcement that attorney Don Lipson was attending his last council meeting and will retire after 44 years as borough solicitor.
Council President Larry Rapp thanked Lipson for all his years of loyal service to Fountain Hill. Lipson related, “It all started in 1973 when I was asked to come to the Fountain Hill council and never left.” Lipson said he appreciated the way he was treated all these years by all the council members. He plans to cut back his work so he can spend more time with family.
The annual Christmas tree lighting was Dec. 4. All the council members were in attendance and Rapp served as master of ceremonies. He thanked everyone for attending this event. He also had a special thank you to Executive Administrator Anthony Branco for organizing the event. Phil Trabel, fire committee chair, also said the Christmas tree lighting was a success and was attended by many people. He thanked Branco and Public Works Supervisor Jason Quarry and his department for getting the site ready, decorating the tree and closing the streets, and all the other borough groups that helped.
Operation Santa is underway at the Fountain Hill Fire Department. If families wish to participate they will need to bring a wrapped gift for their child(ren) to the rear of the fire station, located at 950 Cherokee St. The final drop-off time is Dec. 15 from 7-9 p.m. The donation per gift is $2. Council will meet with the web design company, 3 Seed Marketing, and the committee to get an update on the progress of the new website. Three Seed Marketing will be bringing a visual for the committee to see the progress that has been made. Branco is hoping to have a better idea of a new start date after this meeting.
Public works will continue collecting leaves in the borough until the first snowfall.
The Health and Sanitation Committee reported that the agency they were using collected over $2,000 in delinquency payments.
The following were approved: Ordinance 831, which has to do with solicitation, to regulate solicitation and transient retail business within the Borough of Fountain Hill; Ordinance 832, which gives borough council final review of all land development and subdivision applications with Fountain Hill, as opposed to the planning commission; Ordinance 830, which establishes the real estate and other taxation for borough purposes; and finally the adoption of the 2017 budget for Fountain Hill.
